You should BB-Mail anyone of these 3 GMs: GM-chihorn (23228), GM-Jason (23605) or GM-namssor (23403), and they should let your brother make an account. If they do give your brother an account, NEVER transfer players between your teams, and just to be on the safe side, you might not want to scrimmage each other.

Basically talk to a GM and clear it with them just to cover your behind. Then they'll probably give you the OKAY and tell you to never ever transfer players between each other, and only scrim occasionally as that could be a basis for minute fixing somehow

Not arguing but how would you minute fix in a scrimmage? I could see Cup and regular season discussions but scrimmage?

As perpete said, and this in turn makes an aspect of the game easier since you are able to quasi manipulate playing time like that. But of course I'm sure a scrimmage once in a while to see who's better wouldn't hurt. Although since I'm not a GM or anything, you should definitely clarify this with one first.

Couldn't they join a Private League together to see who's better? I'd think that's the way to do it anyway because they can play regular lineups.

Well, yes, I knew that. If they are choosing to play for free, they can't really complain about not being able to play each other. If they pay a little to support the game, they have a great option.
