Just like it happens in the NBA, MLB and other pro sport economies with salary cap. Those that go above the salary cap pay the so called "luxury tax" [in some cases is 25 cents per every dollar, and then progress to "repeater tax penalty" up to 75 cents per every dollar they are over the cap], basically like our Overextension Tax. In those pro sports leagues, the Office collects all the money from the tax bill and distribute it between the non-tax payers, to level the field.

Something similar could happen here in BB with the Overextension tax, NOT with negative economic flow; just the OET. It will deeply REINFORCE the message from the OET itself: punish short-term teams and make them see training as the big asset in BB; and reward those who do train and have economies in place.

That would strengthen tanking, I think. Tanking teams are already in a huge (middle-)long-term advantage. They are saving money, getting good draftees, etc. They shouldn't be rewarded. Especially in lower leagues where they can't be eliminated, won't go to even lower leagues for lower incomes.

I think the two things have nothing in common. I mean, sensu strictu, yes, obviouslly. But in that case, actually you could say almost anything strenthen tanking. Even the OET, if you tweak the argument, strenghtens tanking, since draftees are now really really valuable, then been in the highest possible draft pick would also be really valuable, and to get there the best way is to tank.

It has nothing to do one thing with the other. Besides, you commit the error of thinking that only first place teams would be in the OET. I must address you, for example, to the top league of my country, LUB-1, where the champion six years in a row has more than 600k in tax exemption. Or even my own league: right now I'm leading, with a 103k tax exemption, and the guys in 6 and 7 place are in red numbers and paying the OET because they have no trainees.

Tanking has its own "strong" arguments, regardless of the OET or of this suggestion I made. If you want to eliminate tanking, you should think about a Draft Lotery, or even a Draft Fixture, to begin with. Do you think a top pick from tanking is not "reward" enough? And what reward would the tankers get if no one goes into the OET?

As I see it, the suggestion I made rewards people that DOESN'T go into short term, and doesn't get into OET. But only does so if there are players in the short term and going into OET. I hardly see any real, pragmatic connection, rather than the theoretical one you mentioned, between the tanking and this.

Could have the team to have like 50% over the Salary Floor to qualify for it. This will not only strengthen the quality of the league overall, but also piss off the rich teams having to pay OET, like "Omg, I'm actually giving money to my rivals because I want to pwn them with more $$$"

To be honest, I would raise salary floor to TV incomes + 50% of ticket income. This is stupid that a tanking team can pay only as much as TV incomes and save 150-250k a week plus getting a good draftee. This bigger slary floor would make teams build bigger stadiums as well: bigger stadiums -> bigger incomes -> bigger amount stays in your pocket even if you are tanking (and of course bigger amount is going away as well). So tanking teams should spend more (to stadium) to save more which would make tanking almost meaningless (in financial way, of course the good draftee is still there which is a good thing).

After that, your solution is acceptable for me Until then it just helps tanking in my opinion.

Agree, i think salary floor should be rised drastically. This would give better competition and would make tanking unusefull. Also what id like is to actually use the max arenas and build them. gms should in my opinion increase max atendance to like 41k instead of 21k so every team would get more income, would be able to sustain higher salaries. NT players, who you are so concerned about would be worth more than their salaries in transfer marker and would be actually sustainable. This would shoot few rabbits at once. Also training would become more financialy benefitial. and players with high skills/salary ratio would be gems, worth alot and worth to train.

I made a topic about this in suggestions forum, cause i think its briliant idea. Isnt it ?
