They didn't change anything, because it has never been based off of playoffs. It has always been "You either have to win the league or dominate the league play and get 20+ wins with a kick-ass PD". You were 17-5 and the 3rd seed in your side of the league, so the only chance you had at promotion, was if you won the championship. Best of luck this season!
