The salary re-calculation time is coming again, and I still have zero idea about how it is computed at the start of each season. Anyone has a clue about which factors play a role here? Peer player salary balancing? Regarding to other teams in the league? etc.

At the start of a new season, player salaries (and the cost of a skill) is lowered by a little bit. This was put in place to lower inflation, 400k IS/ID/REB bigs, and make players more affordable. I'm not exactly sure how it's calculated though.

I believe also a player with a more rounded skill set will have a lower salary than someone with a few stats trained highly and others just average.
Please correct me if I am wrong

Maybe - will depend upon what the other 7 skills are. You certainly aren't talking about a rounded skill-set if you are only looking at thirty percent of the skills which impact salary.

A 15/15/2/2/2/2/2/2/2/2 is going to have a higher salary than a 7/7/7/7/7/7/7/7/7/7, regardless of which two stats are the 15.

To put it plainly, if your player has 100 skill points, having everything at 10 will result in a lower salary than having IS/ID/RB/SB at 15 and everything else 2-3 levels lower. (Note/ salary and FT are not taken into account because they don't affect salary)

All I'm saying is that you would consider one of them rounded and not the other one, but at the end, the guy with the highest skills will cost more.

Still, in theory you will say that the first player is more rounded than the second one. I took Kingguley literally and answered that being more rounded does not mean you will pay less salary. Higher skills, higher salary. Being rounded means during the same period you will train more skills than someone focusing on some skills, but in the end, the important thing concerning salary is all the skills, not being rounded (at NT level or D4 level) or focusing on one skill.

Of course you can't have a player with those inside skills but it's an exageration to make a point.
You just need to play with the formulas to make a salary efficient well rounded player.
