With his height I'd probably make him a PF and his current skills make him better suited for that. I would start with a full season of 1v1 forwards training which helps training later on because of the elastic effect. Then I'd add some OD (around 7/8 maybe best). Then work on his IS, ID, RB and SB. If you use an outside tactic then add a bit more JR. If you use an inside tactic add more IS instead. Also his passing could use a few pops as well at some point.

If you want any more help or undstandable feel free to mail me he looks like a very good prospect.

Very nice. I recommend OD right now because with his height it will be slow to train as he gets older. Pump OD up to strong. Then get PA to at least proficient (if you like passing on your PF's). Then train 1 vs 1 forwards. Long story short, train his outside skills while he's young, it'll only get tougher.

For a Hall of Fame potential draftee, how good of a trainer is needed? I'm looking at the financial pros and cons, too.

Ive always used a lvl 4 trainer for my trainees because of the cost of buying a lvl 5 trainer. I managed to get a player into my NT team using only a lvl 4 trainer though so it works fine for me
