Im trying to start my PL but its not working, I got all 8 people and I press "start league!" but all it does is basically just refresh the page and doesnt start, is there a certain amount of time I have to wait?

Usually it takes like a half hour. Or at least in my experience, I assume to get all the match ups set up and get them inputed to your schedule. If it isn't set up within the hour, then you might have a different issue.
