In order to
• Improve the quality of NT/U21 competition at the micronation level,
• Incentivize managers to train NT/U21-level Utopians,
• Make Utopia players as attractive as other players for intensive trainers, and
• Increase interest in Utopia,
I suggest we hold a Utopia Draft. Here's how it would work:
1. At the beginning of the season, all Utopia players are entered in the draft.
2. NT and U21 managers get picks based on their teams world ranking – #98-#74 get 3 picks, #73-#49 get 2 picks, #48-#24 get 1 pick, and #23-#1 are excluded from the draft.
3. Teams select players one at a time in inverse order of their ranking until their picks are gone. (98-24, 98-49, then 98-74)
4. The drafted players are available (but not required) to be on the drafting team's roster only for the season in which they are drafted.
5. At the end of the season, they are released from their NT/U21 and eligible to be drafted by any team.
(If there is a worry about knowing the skills of opponents, a restriction could be made that prevented any Utopia player from playing on teams from the same continent in consecutive seasons.)
A U21 Utopia Draft could be implemented as early as Season 29, with a NT draft beginning in Season 31.
