I've installed it and based on what I see, I agree with Coach Regan, it appears to collect data from the transfer market. All my players ratings lineup with when I've put them up to be sold or bought them. It appears that buzzerbeaterdb began collecting data in early 2012 or sometime around that.
In general, I think you'll only be getting a few players that are useful per team and they may or may not be the players you want to know about. I mean, if a team signed a player off the transfer market a year ago and he's 23, then it's not particularly useful. For example, on my team, out of the top 9 players; 4 of them are not close anymore, 5 of them are reasonably close.
In addition, buzzerbeaterdb will only be giving you Driving, Jump Range, Rebounding, Handling, Stamina, Shot Blocking and Experience for free, the rest you would have to pay for. So... *shrug* Since you can collect so much useful data for game planning through third party sites, I'm not sure how helpful it really is.
