Basically, you can advertise in your country's forum and if the player is from another country, in that country's forum.
So, for example, if you have a player you want to advertise who is from Canada, you could advertise him in the Hellas national forum in the dedicated thread and in the Canada national forum in their dedicated thread. (I haven't checked either forum to ensure that those threads are there, of course, but they are supposed to be at least). The specific rules should be in the initial post, but you're allowed one post in the thread per seven days, you may advertise as many players in it as are eligible to be posted in that specific thread, and if for some reason the thread does not exist, contact your friendly staff member (or even a grump like me!) to start it.
