I was recently buying new players (and didn't seriously expect to be able to play them for my relegation game tonight). They were marked blue on my lineup page, but the lineup tool did allow me to submit a lineup with the players in the lineup. They didn't play in game (as sort of expected), but the lineup tool should have given me an error when I tried to submit them with the lineup tool.

In my opinion, injured players being placeable would be expected behavior -- they might heal.

Players who are permanently ineligible to play in the game should not be allowed to be submitted, hence my classing it as a bug.

Exactly, this is more of a suggestion but I see your point. We will probably never implement this as sometimes during the beggining of the season some players still have the ineligible for PO mark even if they shouldn't.
