So now I'm a division IV team, my league is competetive, so i dont see myselft promoting to higher division in next 2-3 seasons.

Well your prices look to high, but maybe your countries leagues are different than the USA and it looks like you have been selling tickets, so it's probably fine!

As for your arena, I think this is the best:

14,000 bleachers
6,000 Lower Tier
500 Courtside
50 Luxury boxes

I went a little overboard with my Lower Tier seats and pushed them to 7,000 but everything else I like about my arena.

So big arena is waste of money in 4th division, there no sense to build more seats than can be filled with minimal tickets prices.

True that you won't use all of your seats in the lower divisions, but also true that you will eventually make your money back when you do get into higher leagues, specifically when you first promote and can jack up the prices. Then it is very beneficial to expand beforehand, so it really just depends on your perspective I suppose.
