A new team has been directly created in league 3 today: (85508)

It seems there are other cases, for example here in league 2: (85012)

Usually, 4th leagues are fulfilled with new teams.

I thought they could only choose between 2 divisions (leagues 4 and 5 in the case of France).

There's no sense to enter in league 2 or 3 in France.
