if you decide to build a well balanced player a limit for all star may be around 115, superstar 130, above I think you'll never be able to cap them, again, if you wanna create a balanced players

I have a 22 year old star soon to turn 23. He’s 100 TSP. Is he capped?

It depends on his skills but I had a player same potiental with 112 tps. Try to use: (http://www.buzzer-manager.com/)
you may have an idea about how far you are to cap the player

I've been able to max out a SS, on Josa Ka's training simulator, at 138 skill points.

The key to getting most skills points is to walk the line between several different listed positions. Like the one I'm working on will float between a C and a PG for the next 5 seasons before getting capped.
