1- Scouting Combine
2- Scout once 18 years old players
3- Interview the good ones
4- Sort them (4-5 potentials, and good star ratings first)

In your current position, I wouldn't invest anything or that much in the draft since many people are picking before you and time after time, drafts have shown me that they don't carry that much depth in Superstar+ quality players. I would just hold onto your draft points for now and use them all in a following season where you have a lower draft pick.

+1, and I will point out for the record that I double checked the last logins for the teams in the league before making that decision. There are very few bot teams and many of the teams with better draft picks were active yesterday, so counting on all of them to overlook a good prospect is a low percentage play.

I agree with this. But on the other hand , i spend 10k each week for points, when league average around 5 k , so that shows that guys do not really invest into the draft

If the top 8 teams invest 0 and the bottom 8 teams invest 10k, the league average is 5k. Plus because of carryover of points from season to season, it could be possible that teams have points that aren't reflected in their spending.

Mind you, when I suggest not spending the points, that's an opinion. I have in the past been bored enough to spend the points when I was drafting in the middle, so I think in this scenario I'd recommend not to and I have a feeling I'd have a good chance of ignoring my own advice. ;)

I spend 40k a week, as with the high prices on the TL and my recent investment in a good trainer, I want to pick the best players.

I got lucky in picking a very nice player last season and found a true gem in the upcoming draft. From my perspective and in my League scouting is very important. For lower leagues probably not so much.

How much do bots invest in scouting? Basically I want to know whether the league average of scouting counts only active teams or does it count bots aswell?
