You've made a lot of good points, and I like that you have some constructive suggestions in your post. I agree that there is an issue right now with TL market and I don't think there is an obvious easy solution, but this is the sort of thread that could help generate some ideas.

The concern I have is that the typical prices on the TL are really high for the better/younger players such that a team in a larger country but in a lower division, say D.III or lower, simply can't compete for these players given the lower income in those leagues. For older teams that may have benefited from hoarding in season past or that had already bought premium players before the market really jumped up in the last five or six seasons, there is a big advantage over the newer teams making their way up mostly on the shoulders of their draftees. This is my biggest concern, that it's harder than it's been since about Season 5 or 6 for newer teams to have a realistic chance at promoting to D.II, and even getting to D.III is a really daunting challenge right now. I do not think I'd be in D.III right now had I not tanked a bunch of seasons ago and held on a lot of cash on the way down, since I've used those cash reserves to buy some key players and other teams in D.IV with me could not have bought their way up like I did.

My opinion right now (subject to change) is that "fixing" the market will be very difficult since there's probably such a cash imbalance right now between new/old teams, and high/low leagues that any "solution" could have unintended consequences if not fully thought out and planned. But I like the idea of making training easier, at least in the short term, to help out the teams that can't afford to get into bidding wars on the TL.

Here are a few thoughts on potential ways to help with training:

- Make more high-end Trainers available to buy since bidding on these Staff is very competitive and the teams that can't afford the best players also can't afford the best trainers. There should be less of a Training imbalance during this time where there are great income/cast reserve imbalances.

- Treat lower level leagues more as "developmental" leagues and let these teams train at a faster rate than in higher leagues (but carefully so that we don't accidentally create NT farms again...). I admit that this suggestions could unintended consequences, but it's worth thinking about.

- Up the number of Training minutes per player in lower level leagues from 48 minutes. This would allow players to develop faster without having to sacrifice wins when trying to spread training minutes around, and would grant more total Training minutes available per week.

Don't ask what sort of Chunks they are, you probably don't want to know. Blowing Chunks since Season 4!

I'd remove or soften the age penalty for training. That way some salvaged "so-so" guys could become relevant again and the player pool availiable for training would increase tenfold. It's somewhat a shame that a (still young) 24yo needs so much more time to develop.

I'm strictly against the boost for lower leagues, this would only help the big nations to widen the gap even sooner.

Also I'd get rid of staff and replace it with fixed levels to spend on, like buying balls for scouting, you could spend 2k per week for lvl 1 staff, double for each level, (4, 8, 16, 32, 64, 128) or even more if you want to keep training slow.

Give us amateur teams, like d-league affiliates so we get more training slots. I have a hard time to get my 21yo player quality minutes. And this guy is very advanced for players his age. Imo training should be finished around 23yo for up to superstar potential, it's a shame you have to waste away years to max out a guy.
