i know its most optimal to start training NT players from a young age- usually 18 is best.
but if a player has NT potential but is 19yrs old, is it still possible for his training to be effective enough to reach his skill cap and make NT if trained correctly?

Definitely, even more so now that the 19yo draftees are way better than they used to be.
