The fan boycott only going down on house games is quite a pain. Specially if you have a decent amount on the bank.
It cripples you for a whole season no matter how much you win afterwards.
Are you saying my fans won't appreciate a victory on a TV game or a Cup game?
I'm all for being against tanking and all, but if this was an actual team fan base I would certainly move my team to another city and never look back.

What was the reasoning they gave on how the fan boycott problem decreases?

No reason was given, they just decided it should be a fixed percentage every game. Every home game as you pointed out.
