What you should care about is the final build not the target....
What I do is: change the target in order to maximise the final build at the end of the training cycle. The target itself doesn't have to be realistic, it's only used to assign a priority to training types.
For example, I can see I have used a target like this at some point:
22.3; 17.9; 30.1; 19.2; 19.2; 21.4; 14.9; 16.8; 1; 14.3
