Actually, any player who would have 40% higher salary (as player, that you proposed instead of 17 JS 6 JR) would be better... To treat things fair, you should rather propose 11-12 JS 11-12 JR as the alternative with the same salary, and I don't think he would be as effective as 17 JS 6 JR in terms of offense.
Also, I believe that 17 JS 6 JR may actually have a better %FG due to less 3FG taken. Although I'm not sure if he would had better true shooting percentage.

I agree with sensiman that BO and motion would be the tactics of choice with such a player as it probably makes the best use from JS.

I believe that it strongly depends with whom you pair this player on the floor with. We don´t know what kind of player he is, just seeing his skillset. Is he a teamplayer or a scorer? That has to be find out. Still, I believe, that he will take several bad shots, due to his lack of experience.

But you can turn that to your advantage, if you create a heavy missmatch, which needs to be doubled with an other player. His 15 DR also puts some pressure on the opponents defense. I also think that this player might be strong on the midrange. Therefore I wouldn´t consider him useless, but very special to play.

As my collegues also mentioned above Motion or OB are probably the best tactics for this kind of player.
