The Game Manual (transfer list part) says,
"Player Acquisition Restrictions
The first restriction makes sure new teams cannot buy nor sell players during their first couple of days. Fresh managers sometimes make some rash decisions which can haunt them later on, when they get to know the game better and get a better feel for it's economy."

I doubt whether it is work or not.

It seems that this team (107488) was born on 9/14/2017.

You are correct, the restriction has been lifted for quite a few seasons now. The exact reason is unclear, maybe it was to improve manager retention rates (new managers don't like restrictions).

I wonder whether BB will correct the manual or will fix the restriction.
