if the facts really happened the way OP posted, it looks like the situation was handled poorly

i think the fairest solution would be to inform the scout that manager XXX is reporting him for spam(*) and to only fine the scout if he doesn't comply and keep messaging him

(*) of course this ideally would be dealt directly between the 2 managers, not wasting GM time with the spam reporting

- Discussing staff decisions (BBs/GMs/Mods). Please e-mail appeals@buzzerbeater.com with your complaint.

- Begging for Supporter.

- Referral links.

- Links to pornographic content or content that is not suitable for children.

- Useless or irritating posts. This includes single syllable answers, trolling(*) and spamming.

In addition, the following is not permitted in public forum areas of Buzzerbeater:

- Player advertising in non-designated threads.

- Valuation requests.

- Scrimmage advertising.

- Private League advertising outside of the dedicated Private League Ad Thread.

- Political and religious discussions.

Those may be permitted in private federation forums by discretion of those forums' moderators.

So it’s only cut and dry when GMs decide the rules are such or else you choose when it fits your narrative to not enforce them. Got it. 👍🏼
