I don't really like the structure as you have it, beyond the top two divisions. Either go all the way and make it a one world system where all divisions are the same ie: users from any country. Or have maybe four regional leagues, Americas, Asia, and maybe two in Europe, just so that the four regions were roughly similar sizes. But not a mix of the two which I find inelegant.

With four regional leagues you could have a B3 still, where the top four teams from each region qualify, and play in a World Cup style tourney, with four groups of four (one team from each region in each group.)

To be honest: I don‘t like mergers. If a merger were to come that included my country, I‘d be gone from the game. I like the german community - and I have followed the Asian merger a bit, looking at the Korean side. One good team
quit, sometimes there is a new user. But Korea stays at the same size. I don‘t know if it‘s better. Probably more competitive, but still...doesn‘t have the right feeling of a nation any more. Maybe I‘d think differently if I had played in a micro nation. But maybe not. From my point of view, I‘ll stay in Germany - or leave the game. Easy as that.
