Is it possible for the draft order to be wrong, scouted 20 players ended up with only one of them, and I play in a very non competitive 4th division with 3 4 new players /bots

You had 12th pick, so it means that 11 players were picked before you on round 1 and 28 players were picked before you on round 2. So technically it is possible.
