If you happen to play in a country with a small community you easily get to first or second divisions, thus making lots of easy money, while if you play in bigger countries the path to higher divisions can take years and years.
My suggestion is: make TV and merchandising revenues linked to the size of the community the team is part of.
A team which plays at division I of a country with less than 5 users shouldn't make more TV money than a team which plays division III with more than 500 users, for example.
