Is GS training 'cool down' reset during the off-season?
In other words if I train GS in the last week of the current season and again in the first week of the new season, would effectiveness be 100% or severely reduced?

Just be aware that training GS during the week of the draft (the Friday before the first league game of the season) will have no effect, as that training update performs a second reset of GS.
