It's not uncommon. A lot of times they will call them up just so they can see their abilities
You'd probably need to train him hard for him to actually stick with the team. TSP should probably be in the 80s to have a shot at a U21 team. But you never know with countries that don't have as many active players.
It does give a nice boost to jersey sales.
