As mentioned in this post (328247.4), there are clearly two groups of teams with different world rank ranges and from different divisions.
Currently, active teams only go down to division IV.
I suggest changing the BBM tier grouping logic for teams in the bottom two divisions (division III and IV) to fully follow world rank, instead of using the current algorithm.

From what I see in the discussion back then, what people found most unacceptable was facing opponents whose division was two or more levels higher.
However, it seems that the experience of new teams from medium-sized countries (where teams start in division III) was not taken into account at the time.

Ideally, the weakest teams from each country would be placed in division IV, but it doesn't really seem possible.
Even with this proposal (327465.1), teams from small countries would probably only reach division III.

To improve the experience for new teams from medium-sized countries,
if changing the bottom two divisions (division III and IV) to fully follow the world ranking—which would still mean at most a one-division-level difference—
still causes a lot of complaints,
then how about this:
only division III teams whose world ranking is never higher than the median world ranking of all division IV teams can follow the world ranking fully, instead of the current method. (This is a modification of the third point in (323515.5))


(By the way, the current fresh team league allows unsuitable teams to promote based on their record, which also worsens their BBM experience.

If i understan correctly, only newer teams this way could be paired with lower division teams in bbm tiers, and not deliberate tankers playing for years and years, right? This could be nice change and extended to all leagues not just III and IV. Of course that way you couldn't get 1024 teams in most tiers.

I personally wish there was no overlap of different division teams, except like you mention newer teams. Tier 1 for I division, tier 2,3 (4?) for II division and so on..

I know a team from my nation that tanked its ranking and got into bbm tier 2 while playing in Heaven (one of the strongest top leagues). Needless to say it dominated that bbm tier, where almost every team is from division II and it's only real opponent was another top league team that somehow got in.

It seems that whether there is a clear standard for identifying new teams that division IV managers can accept without complaints is a key point.

I have an idea: use weekly revenue as the criterion.
If a team has never exceeded the median weekly revenue of the next lower division (including teams without attendance data), then it can be paired with next lower division teams in BBM tiers.

(Isn't it likely that a new team in division II would immediately have higher revenue than the median revenue in division IV?)
It seems that the number of teams meeting this condition would be much smaller.
I’m not sure whether it might cause any problems.
