Am I starting to get it?
No.
In order to receive the maximum possible training at the training update, a player must play in a training position (in this case, PF and C) for a minimum of 48 minutes. Any less than 48 minutes means he gets less training. Any more than 48 minutes gives no extra benefits.
In addition, levels are not rounded up or down. A player with rebounding of 6.0 has the same displayed level of skill as a player with rebounding of 6.9, but the second player will be the better rebounder.
The player of yours who popped was, it seems, very very close to repectable rebounding (around 6.99 or something) and is now very low respectable rebounding (somewhere near 7.01).

In this case of training:
A player has 20 minutes in PF plus 29 minutes in C, the total of minutos is 49.
Let´s imagine that i´m training Inside Scoring for PF/C, this player will have the full training?
Or he has to play 48 minutes in a given position to have 100% of training?

If you train more than one position, a player will get full training if his minutes combined in the trained positions is 48 or greater.
