How does this 'Depth Chart until 4th' tactics should work?

I thought that starters will get more minutes than substitutes until 4th period, then coach will play best player available from the chart.

Now my two starters got only about 15 minutes even they were not in foul trouble. I know they are not as good players as substitutes but thats why I want them to have training too.
