Nobody comes to scrimmages, or if they do, they don't pay.
In the United States at least, a scrimmage is understood to be a practice game, it might not even be run under full game conditions, no refs, running clock, etc. It would be normal to say, "We didn't practice today, but scrimmaged the junior varsity", which means that instead of doing training drills, they played a practice game. But it can also mean a game played against another team that doesn't count in the standings.
