This issue falls probably somewhere between a bug and a suggestion...
Dialing down the fouls and defense in an ASG is appropriate, but the current setting is a little too severe. With very few turnovers and fouls, substitution opportunities end up being rare, so you get the zany minute distributions you see where the first and second teams never mix. (I suspect stamina effects are turned off in ASGs as well, which probably really cements this.)
So...
- Increase the defense/aggression intensity in the ASGs. Still well below regular games, but above the current settings.
- Tweak the parameters for passing to create even more turnovers (if there's a way to do that independent of the defensive pressure on passes). Fan-friendly high-reward extreme-risk passes are common in all-star games.
- Make sure there are stoppages in play for occasional substitutions, although the step above will probably mean this isn't necessary.
- If there's anything else I missed that creates the current en masse substitution patterns, fix it.
