I don't know if this is a bug, but it sure seems like one to me.
I looked at the MVP voting for a few different leagues (NBBA, II.1) from last season. The number of first place votes is different from the number of second place votes.
Seems somewhat strange to me.

i believe it just shows the top candidates... so there could be more votes for people who weren't in the top section.

Well, using last season's NBBA as an example, there were 22 first place votes and 13 second place votes displayed. If some player got a single second place vote, he would have 4 points, placing him above some other people in that list, right?
