All of my recent draftees are getting paid, but, by the looks of it, have no true ability what-so-ever. as do a large number of fellas on the transfer list.

is this something i need to do something to change, or the result of something i don't understand?

After training tomorrow they will have their normal DMI. It is just they way draftees are created.
