According to the rules:
National Appeal: When your team is on the road, your opponents will have a slightly decreased Home-Court Advantage.
So a PR manager with the NA speciality will give your team a better chance of winning
than you would have had before. It doesn't necessarily completely swing the advantage your way and I guess the effect is negated by the PR manager with Crowd Involvement.
A PR manager in itself doesn't give you any increased chance of winning, it just brings more people to your home games and gets you more merchandising revenue, etc etc. So the incentive for a better PR manager is the possibility of more money.
