Best x team in the country participates, bots included based on division level. I don't know for sure but the x is not the same for all countries. I can tell that for country with 4 division level/350 like users the x is 1024. i think that the x is bigger for more crowded countries probably big enough to let all human managers particiapte at least in the first round.
