Finishing first in the II.4 league means playing next year in II.3
or
does it mean to play league I next year. in other words, are all Champions from league II (II.1, II.2, II.3, II.4) being promoted to league I?

Nope, sorry... you can only promote by one level each season. If you win a couple more times, though, you'll get there :-) Same with demotion... team 8 in each conference, and the losers of the L5vR6 and L6vR5 are relegated down a league.
