Tanking the season is NOT a good idea. Instead, invest more in scouting! It really pays off. If you look at the draft results, you will see that many great players get drafted as low as late second round. Why? Many teams just don't scout well.
To keep fans happy, you have to win games. Learn the different game tactics and how they affect your team. Put more effort into some close games. Get into the playoffs. It has a lot of advantages -- especially on the financial side of things. At the very least, you don't want to risk being demoted to a lower league.
As far as the transfer market, be careful. First of all, young players with high potential can pay off in the future. If they are Canadian, they will also cost you less, in salaries, in the future. Fans are also quite unhappy with "rebuilding".
If you are buying, make sure you buy someone that you will hold on to for a long period of time, if the purchase is above $100,000. Otherwise, you can pick up a few old experienced players at a low price.
Another thing to focus on is training. What level trainer do you have?.. Which players are you training?.. What kind of team are you planning to build?.. Etc.
