Scrimmages are designed to get players minutes/experience, would that make sense to change the scrimages so that players could not foul out? Maybe 2 foul shots + the ball when a player is over the limit of fouls?
Just a thought. It sure would help to train lesser players who arent ready for league games.

and gives you an advance about team who are still in cup, and did you like to see opposing player fouling mad in a scrimmage?
