thats why it is good to have Cross training so that an lowest of low atrocious guy wont be hitting 0% which is unrealistic when your paid money to play basketball.

I think you are overreacting on the multiaccount training. There is no guarantee, that you get that trainee to your main account cheap. The TL is open to everyone. You need to overpay everyone else. Great players get noticed on the TL.
One bad mistake and getting caught loses your main team. How many are willing to risk that. Perhaps someone who is already planning to quit, then the training also makes absolutely no sense.

Well there aren't too many users interested in NT's tbh. We all know there are a lot of "china" farmers in asian countrys. There are a lot of hardcore players there aswell. What is there to gain being online 20h straight in BB. It's not like you can farm for anything with extra hours. There is noone to sell the accounts to, no real money to gain. Unlike WOW.
Obviously there are dishonest people in every community. Eventually they might get caught or get bored. I think the community should report those teams themselves. Sometimes those teams might be mentored. If it's a small country NT, it's really not that hard to get one of your men into that. If you think they are farming, report them or ask GM-s to monitor them.
I looked through some NT's in asia. Every player was on a legit team. About 2 players were on III div teams, but they were supporters. Who would waste money on farming? None of them were one man teams!
If you have been a few online games and have some IT knowledge, it's not really hard to "know" how to cheat. Perhaps the "English" speakers, see less of a need to cheat in an online game.
