Even if you're not able to fill all 21,000, I believe having over 20,000 seats makes it more likely you'll be able to hit that potential cap. I'm sure there's not a ton of concrete proof there, but from my attendance history, once I added a few extra seats to get up to 20,500, I found my attendance was generally closer to the 20,000 mark.

i had a 5-8 game stretch with ~20160 selled places, varying entry fees and free bleachers ;)

When i bring that up, someone had a theory that it is dependent on the arena size, don't know if he was right but i cracked this number at the first PO game(if my memory is right i cans earch a screenshot tomorrow), and i build some extra seats meanwhile.(another explanation would be a boost through cup final)

This is true, you would have to lower prices to fill more seats.

More seats does not equal more money though. It is all about finding the sweet spot (equilibrium) to maximize profit. Right number of seats for the right price for the highest profit.

I bet you could sell well over 20000 tickets with a huge arena but you would have to sell tickets at the minimum price which would just lose you a lot of money most likely.
