There is nothing wrong with training a player over 24 provided they already have good skills and havn't reached their potential. Of course training will be slower but given the right circumstances it can be worthwhile.

Training past 24 is worth it only if you have a player who was trained well, and they have space left to be trained (You don't stop training a HOF at 24 if he's been trained well in prior years)
People are starting to think that there are sublevels to potential, and cap ranges for potential.
At first you could say the reason why people with the same potential cap at different skill levels is because they have higher sublevels in their other skills.
Now I don't know exactly what the process is when people do their studies by crowdsourcing all the training information, however, through this information you could probably find that people with similar skill levels (and sublevels) capped at different skill levels. This leads to the debate as to there being a cap range (i.e. anywhere between 20-22) which indicates there could be sublevels.
