I dont mind if he becomes a SF or PF, i just want a player that is going to fit both inside and outside offences and be able to defend his position, what would be the best skill set for him for that?

Well, you've got to think about what kind of defense he'll be shooting over. If he's a PF, most PF's don't have a whole lot of OD. So you don't need a whole lot of JS/JR to be successful against them. If you're looking for range as a versatility skill, not a dominance skill, I think you'd be fine with 8+ JR. And the beastly JS will already help. But since his other offensive skills (JS/HA/DR/PA/IS) are all already so high, he's not often going to think a 3FG is his best shot.

I was thinking I could work on passing at age 22 then OD at age 23 and then 1on1 forwards at age 24 then IS/RB at age 25. Then he would play as an inside focused SF.

Any thoughts on that?

If you train him how you said he will be useful only at inside tactics as SF (Totally you will add him 29 skills)

In my opinion if he looks like :

13 7
10 13
14 9
15 16
14 7

He will be one of the best PFs for every tactic and not only for inside tactics...Also his value will be higher and more managers will want to buy him when you will sell him (Totally 23 skills added)

So decision is yours...

I'm not going to sell him.

The thing is the toughest position to fill is SF. So I figure he can play SF or PF. He will be a look inside SF primarily. But he could also play PF, at least that is the plan.

I would rather get him more OD...it makes him more versatile.

I know that the toughest position to fill is SF but he is too tall to become SF (211cm) and you want to add him 19 outside skills and only 10 inside skills...
What level is your trainer?
It is very difficult to train him outside skills due to his age and height and dont expect that every week he will skill up even if you train him in one position

Based on your training programme:
He will play SF as specific player at inside tactics and he will not attribute as well in outside tactics because his JR will be too low...Also as SF 13 OD it isnt much especially if you want to promote to first league
As PF his inside skills will be low

So if you continue to think it is better to train him as you said then do it...it is your player

I ran your analysis through the training simulator and the closest I get is:
TSP = 119
14 7
10 14
15 9
15 16
14 5
I get an age of 27.5 to reach this. Also those values send him exactly to the high side of his cap at 26. Note that JS is higher due to JR training. Also hand/driv training bumps up one each.

My strategy: TSP = 120
14 3
13 16
18 11
16 13
13 3
I get an age of 27.25 to reach this. I am not training JR or SB directly but I assume they will each pop at some point (3 is their original untrained values). My cap equates to 25.

So to summarize, you are suggesting SB/JR/ID in favor of OD/Driving/IS/Passing.

My strategy for the player = offensive minded player who can contribute from either the SF/PF position
Your strategy for the player = Post player who can can shoot outside/inside

Best offenses for my player: Inside/Neutral
Best offenses for your skill set: Inside/Outside

Why I like my skill set better?
He concentrates his skills in specific areas to make him strong offensively while being able to play at the 3 spot. He will be a matchup issue for an outside based SF.

One other note is that my build leaves him uncapped longer and has some wiggle room in case he is a low end superstar. Also, his salary is much lower in my build.

In a way I am modeling after a player I just sold: Jason Koenig

He played SF for me 16 times in Div II. He dominated offensively and when my other players were struggling to score inside, he could pick up the pace. However, he would get scored on at will from jump shots and 3 pointers. The first week I bought him, he double dropped in inside scoring. So I never saw him with 16 IS.

Also he averaged a 13 Rating from the SF/PF position. Which I thought was interesting considering how bad his defense ability was.

One other thing to note is he didn't jack up 3's from the SF position. This is important to keep in mind when looking at him. His FG% was 52.5% for the season.
