They can see the best skills the player had during the period he had been in the HOF team. It is in no way a guarantee that he still has the same skills.

But if he is below 32 there is a gaurentee his skills are the same if not better..

Let me get this straight, for example one of my players is 27 and is currently on my roster and in my HoF. Can his skills be seen right now?
