The game manual hasn't been changed, and unfortunately, the higher % is added on the total as opposed to the base. Right now, the salary floor for Div1 is the TV contract x 210% x 15%, as opposed to what could have been TV contract x 240% or whatever the amount that was reflective of where they wanted the as the salary floor.
