Manon, the problem isn't figuring out whether someone stepped over a line. The problem is that the "line" is so ill defined that it is anything or nothing, whatever a GM feels like that day.

The trouble is "the line." It is everywhere, it is nowhere, it is whatever some boss wants it to be. You can threaten people about stepping over "the line" but in reality the bosses do whatever they like. This process stinks.

Edited to add that I don't think of you as a bully, misusing the process, but others have. It's a shame. The forums could be a strong point of this site.

Now you have to explain what a normal user is and how far those rules can be bent.

I had a fellow Austrian call me an idiot, anarchist, troublemaker, asked me to lick his ass - my response to that was deleted, I got a message from the GM with another ban threat. That's how normal and whatever else category you have for me are dealt with.

The original insult was edited and the GM told me, that he agreed to the content in general. Good job, good effort!
