Depending how big the changes are, I think 3-4 seasons is not enough time to prepare. Say someone was building a high passing big where they already had their passing high by age 21 and this change is announced. By the time that player turns 24 it would be in effect and they'd have a much more expensive salary for their entire career.

A small % decrease in salaries of all players can help us a litlle bit adjust our rosters to avoid exhaustion and will also give you more time to think about a permanent solution. I think this is easy to implament next season.
