If you ask me, this is just a slight improvement in the game. I assume that most of managers, even those who are saving money, won't be interested in investing - you have no reassurance that your team'll benefit.
While the App is of course great news, I think that the game in improvements should focus on making the game interesting for new players and beginners. In other words, how to convince a new player to keep logging in to the game. Every newcomer's team is completely uncompetitive and I'm afraid that many new players stop playing BB after let's say a week or two (let's be honest, the game isn't much fun in the beginning).
So my suggestion is not making big game changes for experienced and rich managers, but maybe rather focus on keeping new players in the game:
I don't have many useful proposals - maybe a competition which only newcomers who are in BB for less than 2 seasons can attend, also with a little money stimulation for the best teams;
maybe creating the all star weekend more interesting - a little money boost (let's say 5k $ per a player attending all star) and also some benefit for the team (3pt shooting winner's team is rewarded with 25k $);
a more advanced and developed tutorial for beginners with more and most importantly more funny tasks to complete when you enter the game.
I think besides the app BB should focus on keeping the new players playing, because the number of managers is falling drastically and I hope one day BB won't reach the point of no return - too old internet game with too less active players to bounce back.
