Sorry but it is you who didn`t understand...if you are in the top of the table you should play TIE all games and in case you win them and keep on the top you will benefit from both position on the table and enthusiasm.
If you lose some of that games and lose a top position also, and in the same time other teams play TIE and overtake you by winning all the games then you have other problem - weak team. I mean, not you but teams A & B in your example.
EDIT: Bottom line is - if team A or B is not sure of his strength they should focus on winning first place in league and forget TIE approach.

But I wasn't talking about A and B in their battle for first place.
I was talking about C getting an unfair advantage over A and B although it had less wins.
The fact that a team is in first place doesn't give them an easy win on every other team in the league.
The situation you describe of a team being able to TIE all games is only feasible in a very uncompetitive series.
