Firstly, we should divide all clubs into 4 divisions. Then we will know, which divisions are already full and which ones will have to be reduced, for example to 24 clubs, or ever 16 clubs. By the way, now you may try to plan what to do, if the worst case will happen. Remember, this Jokeru Cup is already the biggest international tournament in BB ever (excluding BBB), this is a very big achievement and it'll be harder and harder to invite next managers.

Of course, I think about tommorow or Tuesday! However, I feel that DI group may be already almost full with so many teams. What is more, I would like to say that divisions may differ with their number of competitors, if there's not enough of them.

For cup u really need a 2ⁿ competitors.

But, in real life exists e.g. chess tournaments with a thousands participants, even with a odd ones.

So, they shouldn't start a tournament because one competitor is missing?! :P
Or even a hundreds to be number equal to 2ⁿ (for cup)?! :P

p.a. I started and led this kind of competition several seasons in old Basketsim with couple hundred teams with no problems at all :)

Yes, I know, what you would like to say. However, I believe, that Jokeru Cup is designed to be a 2 stage tournament, not a straight knock-out cup, with group stage and knock-out stage. Groups with 8 teams and knock-out stage with 16 competitors seems to be the best option, because in this format Jokeru Cup uses all 22 games of the season. It's possible to use that format with 24/32 teams. With 16 teams it would be much harder.
