Say you can add about 20 skill points, would you want to invest 11 of them in JS/JR? If you're fine with that and only need 9 pops in other skills, go ahead. I'd guess I'd tune down the JS to about 14 though, get 2 pops in JR if you like and then fix that PA. Then you'll have enough room to bring his inside skills up to a good level.
